Mumm-Ra will always conspire to get rid of the ThunderCats.
Since episode two of ThunderCats, the mummified sorcerer known as Mumm-Ra has been annoyed by the presence of the survivors of Thundera making themselves known on Third Earth, his homeworld. After all, they're the visitors, and he feels threatened by them. The ThunderCats have done more in their short time on the planet than Mumm-Ra had ever done. They befriended the natives on the planet and grew to become defenders of the planet. For the first time in many eons, Third Earth knows peace, and Mumm-Ra will do whatever he can to disrupt it.
Mumm-Ra is a madman with so much power in his control. He effortly convinced the Mutants to join his side and has created alliances with the Berserkers. In essence, he's a uniter, not a divider by that example. He united groups who despise the ThunderCats just as much as he does.
In that same breath, Mumm-Ra's weakness is his vanity.
In his transformed state, he is a buff, demonic force that can stand toe to toe with the powerful Lion-O. Mumm-Ra's a crafty manipulator willing to mold those into his own vision, and he's been successful numerous times. However, his vanity is often his downfall. The buff visage he wears is not his true form, and he can't stand to see what he truly is . . . a wrinkled old sorcerer ravaged by time.
Just as Lion-O personified what a hero could be, Mumm-Ra personified what a villian could be on Toonami. And that's why he's the villian of the year.
